What Lithuania adds on top of the salary, and where each rate comes from.

Rates apply to the base named in each line; capped lines stop growing above the ceiling. Engine assumptions: The contract is open-ended rather than fixed-term = 1; The employer sits in accident insurance group I = 1.

LineEmployer rateBase & ceilingSource
Unemployment social insurance (nedarbo socialinis draudimas)Employer share on the employee's calculated pay, at the open-ended contract rate 1.31% Gross salary The largest of the four employer lines, and the only one whose rate moves with the type of contract: Sodra's 2026 rate table prints 'Neterminuota darbo sutartis - 1,31 proc.' against 'Terminuota darbo sutartis - 2,03 proc.'. No ceiling applies to it. Lithuania does have a contribution ceiling - 60 times the projected average wage, EUR 138,729 for 2026 - but Sodra states in the same place that since 2021 it reaches only the insured person's own contributions: 'nuo 2021 metu VSD imoku lubos taikomos tik apdraustuju VSD imokoms, darbdavio mokamai imoku daliai lubos netaikomos', the ceiling does not apply to the part paid by the employer. So the employer rate on this page is flat whatever the salary, which is the opposite of Japan, Germany or Singapore, where the employer share fades as pay rises. Sodra (State Social Insurance Fund Board)2026-09-20
Accident at work and occupational disease insurance, group IEmployers in group I, which Sodra describes as the normal case 0.14% Gross salary Sodra's 2026 table gives four employer groups - I 0.14%, II 0.49%, III 0.7%, IV 1.4% - assigned each year by order of the Sodra board under article 29(3) of the Law on Social Insurance of Accidents at Work and Occupational Diseases. The 2026 assignment orders are V-531 of 18 December 2025, V-23 of 19 January 2026 and V-26 of 22 January 2026, and the group II and III member lists are published as spreadsheets next to the rate table. An employer is in group I in 2026 if it is not on those lists or if it started trading in 2026. Note what changed between years: group II moved from 0.43% in 2025 to 0.49% in 2026 while group I stayed at 0.14%, as it has since at least 2022. Sodra2026-09-20
Guarantee Fund contribution (imoka i Garantini fonda)Every employer other than the Bank of Lithuania, budget institutions, political parties, trade unions and religious communities 0.16% Gross salary Sodra states it in one line: '0,16 proc. nuo asmeniui priskaiciuoto darbo uzmokescio', 0.16% of the pay calculated for the person. The fund pays wages owed when an employer becomes insolvent, so it is the Lithuanian equivalent of Poland's FGSP or Belgium's company-closure fund. The exemption list is short and none of it applies to a commercial employer of record. Sodra2026-09-20
Long-Term Employment Benefits Fund (Ilgalaikio darbo ismoku fondas)Every employer other than the Bank of Lithuania and budget institutions, on a base of at least the statutory minimum monthly wage 0.16% Gross salary , floor EUR 13,836 / yr The wording carries a floor that the other three lines do not: '0,16 proc. nuo asmeniui priskaiciuoto darbo uzmokescio, ne mazesnio kaip minimalioji menesine alga' - 0.16% of the pay calculated for the person, that pay being not less than the minimum monthly wage. The minimum monthly wage for 2026 is EUR 1,153 a month, so the floor is EUR 13,836 a year and it binds only on part-time or very low-paid work; at the salary on this page it changes nothing. Government Resolution No. 509 of 1 July 2026 sets the minimum monthly wage at EUR 1,245 from 1 January 2027, which will lift this floor to EUR 14,940 a year; the ledger keeps the 2026 figure until then. The fund pays a long-service benefit to employees dismissed after five or more years with the same employer, which is a real thing to know before a redundancy, and it is the newest of the four lines. Sodra2026-09-20
Contribution floor - employer funds both sides below the minimum wage not in total — Carried at zero because it never bites at a full-time professional salary, and named because it is expensive when it does. Sodra's rule on contribution floors states that where an insured person's monthly pay is below the statutory minimum monthly wage, the employer must calculate and pay not only the employer's but also the insured person's contributions on a base of at least that minimum, and its own worked example, which Sodra still runs on the 2025 minimum of EUR 1,038, says the shortfall is met 'darbdavio lesomis' - out of the employer's funds. Transposed to the 2026 minimum of EUR 1,153, a EUR 100 month means the employer funds both sides of EUR 1,053. Part-time hires, mid-month starts and unpaid leave are where this shows up; the exemptions are narrow and mostly personal (under 24, drawing a pension, receiving parental benefit, or insured through another employer). That last case narrows on 1 January 2027: Law No. XV-1065 of 25 June 2026, amending article 10 of the State Social Insurance Law, provides that where a person's pay from all employers together is below the minimum monthly wage, each employer paying less than its share of that minimum (the minimum divided by the number of employers) pays additional employee and employer contributions out of its own funds, on an amount Sodra's territorial office calculates and prorates for the days worked. In 2027 that minimum is EUR 1,245 under Government Resolution No. 509 of 1 July 2026; the 2026 rule is the one modelled here. Sodra2026-09-20
Thirteenth month - not required by Lithuanian law not in total — Carried at zero because the Labour Code creates no thirteenth-month salary and no statutory holiday bonus. Annual leave is paid at the employee's average pay under the same code, not topped up by a holiday supplement of the kind Sweden, Belgium or Finland add. Bonuses, private health cover and a remote-work allowance are normal in the Lithuanian technology market and are entirely contractual; price them as market cost in a competitive offer, never as a legal charge. Labour Code of the Republic of Lithuania (Law No XII-2603), consolidated version in force 7 June 2026 to 31 October 20262026-09-20
Second-pillar pension saving - deducted from the employee, not added by the employer not in total — Carried at zero because it is not an employer cost at all, and named because provider pages in several countries fold a pension line into the employer ledger. Sodra lists the 2026 employee contributions as pension 8.72%, sickness 1.99%, maternity 1.81% and health insurance 6.98%, and adds that where the employee takes part in supplementary pension accumulation a further 3% is deducted - 'Jei darbuotojas dalyvauja papildomame pensiju kaupime papildomai priskaiciuojama 3 proc. imoka'. All of it comes out of the employee's pay. Nothing on the Lithuanian employer side funds a pension. Sodra2026-09-20

EOR or your own entity

Fees scale with headcount. An entity does not.

A cheap employer ledger changes what the provider decision is about, and Lithuania shows it plainly. At 1.77% there is close to nothing on the payroll side for a Lithuanian UAB of your own to save: it would file the same four contributions on the same base. What an entity saves is the fee, and on a Lithuanian salary the fee is the cost - at US$40,000 the statutory charge is about US$59 a month against published provider fees of US$199 to US$699. That is the crossover reversed: in Germany or France you stay with a provider because the statutory ledger is frightening, and in Lithuania you would leave one because it is not. Against that sit the things a UAB actually requires - registration and a registered address, a Lithuanian accountant, monthly SAM reporting to Sodra and the 1-SD notice that must reach Sodra the day before the employee starts - versus a hire a provider says can start in about two days. One or two engineers still favour a provider; a team you intend to keep for several years is among the stronger entity cases in our European set, alongside Romania at 2.25%. One caution specific to Lithuania: an entity of your own would be assigned its own accident insurance group, and a new company starts in group I at 0.14%.

Questions people ask before booking a demo

How much does an employer of record cost in Lithuania?
The statutory employer charge is 1.77% of gross pay for an open-ended contract: unemployment insurance 1.31%, accident insurance 0.14% at the group I rate, the Guarantee Fund 0.16% and the Long-Term Employment Benefits Fund 0.16%. On a US$40,000 salary that is about US$59 a month on top of pay. Published EOR fees then run from about $199 to $699 per employee per month, so the fee is several times the tax and the all-in cost lands near $3,590 to $4,090 a month.
Why is the Lithuanian employer cost only 1.77%?
Because in 2019 Lithuania moved almost the whole social insurance burden onto the employee and raised gross salaries to compensate. Sodra's 2026 table shows the split that resulted: the employer pays 1.77%, the employee pays 19.5% - pension 8.72%, sickness 1.99%, maternity 1.81%, health 6.98% - plus 3% more if they are in supplementary pension saving. Charges that appear as employer lines in Germany or Latvia are on the Lithuanian employee's side of the payslip.
Does a low employer rate make a Lithuanian hire cheap?
Not by as much as 1.77% suggests, and this is the number most comparisons get wrong. When the contributions moved in 2019 the law required gross salaries to be re-indexed by 1.289. The State Data Agency records it plainly - 'Nuo 2019 m. sausio 1 d. pakeisti darbdavio ir darbuotojo mokamu valstybinio socialinio draudimo imoku tarifai. Bruto darbo uzmokestis indeksuotas 1,289 karto' - and its own series show the effect: average gross pay jumped from EUR 924 in 2018 to EUR 1,296 in 2019 while average net pay rose only from EUR 735 to EUR 864. A Lithuanian gross figure is built on a larger base than the same job's gross in a country that never made the transfer, so compare total cost of employment, not headline rates.
Why do provider pages quote 2.37% for Lithuania rather than 1.77%?
Because the extra 0.6 of a point is the provider's own charge, not Lithuanian law. Deel's Lithuania page lists exactly the four statutory lines this page prices - 1.31, 0.16, 0.16 and 0.14 - and then adds an 'Employer Liability Cost' described as an administrative fee of 0.60% for worker compensation and liability coverage, reaching 2.37%. Treat that 0.6 as a fee to negotiate alongside the monthly price, and ask each provider whether the same markup sits inside its quote under a different name.
What leave, probation and notice apply in Lithuania?
Twenty working days of annual leave on a five-day week under article 126(2) of the Labour Code, with public holidays excluded from the count under article 126(4), and twenty-five days for employees under eighteen, single parents of a child under fourteen and employees with a disability. Article 123 names sixteen public holiday days, three of which - Easter Sunday, Mother's Day and Father's Day - always fall on a Sunday. Probation runs to at most three months under article 36(2) and cannot be extended by agreement. Notice on the employer's initiative is one month, or two weeks below a year of service.
