Estonia is unusually easy to incorporate in and unusually expensive to employ in, and the two facts are often confused. e-Residency and a one-company-one-afternoon registration say nothing about payroll: the social tax is 33% of gross with no ceiling and is owed by whoever is the legal employer, entity or provider alike. So the reason to use an employer of record here is speed and the absence of a local payroll function, not a lower statutory bill. The uncapped base also means the gap between an EOR fee and an entity narrows as salaries rise, because the statutory side scales linearly while the fee does not.
