What Armenia adds on top of the salary, and where each rate comes from.

Rates apply to the base named in each line; capped lines stop growing above the ceiling. Engine assumptions: The hire is at work, not on childcare leave for a child under three = 1.

LineEmployer rateBase & ceilingSource
Social payment (sotsialakan vchar) - withheld from the employeeEvery employee in the funded scheme; the employer calculates and remits it as tax agent and bears none of it 0% Gross salary Carried at zero because Armenian law places this payment on the employee and makes the employer only its collector. Article 7(1) of the Law on Funded Pensions states that the obligation to calculate and transfer an employee's social payments is borne by employers as tax agents. Article 6(7) then caps what the person owes: 5% of gross where monthly gross does not exceed AMD 500,000, and the difference between 10% of gross and AMD 25,000 above that, with the base itself ceilinged at fifteen times the minimum monthly wage. None of it is an employer charge. Deel's Armenia page corroborates the result from the other side: its employer-cost section shows 0.60% of salary, which is Deel's own administrative fee, with no statutory line beneath it. Law of the Republic of Armenia on Funded Pensions, articles 6 and 7, official incorporation on the Armenian Legal Information System2026-09-21
Childcare leave - the employer contributes from its own funds not in total — Carried at zero because it applies to a situation rather than to a salary, and named because it is the single case where an Armenian employer pays a social contribution itself. Article 6(10) of the Law on Funded Pensions requires the employer, acting as tax agent for an employee on childcare leave for a child under three, to calculate and transfer the social payment on that employee's behalf at its own expense, from the month following the start of the leave until the month the child turns two. Ask a provider how it prices that period, because it is the one line that can appear on an Armenian invoice without appearing in any rate table. Law of the Republic of Armenia on Funded Pensions, article 6(10)2026-09-21
Military stamp duty - withheld, not charged to the employer not in total — Carried at zero because the employer does not bear it, and named because it is routinely listed as an Armenian employer cost. The law establishing the compensation fund for servicemen describes the amounts as paid by the individuals and withheld by the tax agent from their income, and sets a flat AMD 1,000 per reporting period for employees, against AMD 12,000 for sole traders and notaries. Parents, spouses and children of conscripted or fallen servicemen may reclaim what was withheld from their earnings in the preceding year by applying to the fund in the first two months of the year. Law of the Republic of Armenia on compensation for damage caused to the life or health of servicemen during the defence of the Republic, articles 11 and 122026-09-21
Thirteenth month - not required by Armenian law not in total — Carried at zero because the Labour Code creates no thirteenth-month salary and no statutory holiday bonus. Annual leave under article 159 is paid leave, with no separate supplement. Bonuses and private medical cover are contractual and common in the Yerevan technology market; price them as market cost, not as a legal charge. Labour Code of the Republic of Armenia (09.11.2004, HO-124-N), article 1592026-09-21
Penalty for short notice - one average day's pay per overdue day not in total — Carried at zero because it is contingent on the employer getting the notice period wrong, and named because it is the only Armenian employment cost that can exceed the whole statutory ledger - which is nil. Article 115(2) of the Labour Code: where the periods in article 115(1) are not observed, the employer must pay the employee a penalty for each overdue day of notice, calculated on the employee's average daily wage. On a two-month obligation missed in full that is roughly 43 working days of pay. Under an employer of record the legal employer is the provider, so the exposure is the provider's to manage and yours to ask about: confirm in writing who carries it if a termination is mishandled. EOR or your own entity

Fees scale with headcount. An entity does not.

Armenia is the case where the employer-of-record fee is the entire cost of using one, because the statutory employer side is nothing at all. Article 7(1) of the Law on Funded Pensions makes the employer a tax agent: it calculates and transfers the employee's social payment, and bears none of it. The social payment itself is the employee's, capped by article 6(7) at 5% of gross up to AMD 500,000 a month and at 10% of gross minus AMD 25,000 above that, with income tax withheld separately. So the gap between what you pay and what the employee receives is the widest part of an Armenian offer, and the number that matters to a candidate is net pay, not gross. Two consequences for the decision. Against an entity of your own, there is no statutory saving to chase - an Armenian company files exactly the same withholdings - so the comparison is purely fee against registration, local accounting and monthly filings. And against another country, the honest comparison is total cost of employment rather than a rate: on the salary priced here Armenia adds nothing to the salary, while Georgia adds about 2% and Poland about 21%.

Fees grow with every hire; the charges line is owed under an entity too.

Statutory charges are owed either way; the provider fee is the only line an entity removes, against the cost of incorporating and running local payroll.

Notice
Two months' written notice for redundancy-type dismissals, and a service-length scale for the rest. Article 115(1) of the Labour Code requires at least two months where the contract ends on the grounds in article 113(1)(1) and (2) - liquidation of the employer, and a change in production volumes, economic or technological conditions. On the other grounds it sets a scale by length of service with that employer: 14 days under one year, 35 days from one to five years, 42 days from five to ten, 49 days from ten to fifteen and 60 days beyond fifteen. A collective or individual contract may lengthen these but not shorten them. Three days during an agreed probation period, under article 93(1). The teeth are in article 115(2): an employer that misses the notice period owes the employee a penalty for every overdue day, calculated on their average daily wage - so notice here is a priced obligation rather than a formality.

Questions people ask before booking a demo

What does an employer pay on top of salary in Armenia?
Nothing, as a statutory charge. Article 7(1) of the Law on Funded Pensions makes the employer a tax agent for the employee's social payment: it calculates and remits it, but the payment is the employee's, taken out of the same gross salary. There is no employer social security, no health levy and no payroll tax on top. At the US$30,000 example the statutory employer bill is nothing at all, and the only cost above salary is the provider's fee: US$2,500 of salary a month plus US$199 to US$699 depending on the provider.
Who pays Armenia's social payment, and how much is it?
The employee, out of gross pay. Article 6(7) caps it at 5% of gross where monthly gross does not exceed AMD 500,000, and above that at the difference between 10% of gross and AMD 25,000. The base is itself ceilinged at fifteen times the minimum monthly wage each month and 180 times it each year. The employer withholds and remits; it does not add anything of its own.
What does one engineer cost per month through an EOR in Armenia?
At the US$30,000 example: US$2,500 of salary, no statutory employer charges, and the provider's fee. With a published fee of US$599 a month that is about US$3,099 a month in total; with a US$199 fee it is about US$2,699. The fee is the whole of what using a provider costs you here, which makes it the only variable worth negotiating.
Is the military stamp duty an employer cost in Armenia?
No. The law establishing the compensation fund for servicemen describes the amounts as paid by individuals and withheld by the tax agent from their income, and sets a flat AMD 1,000 per reporting period for employees. It appears in several published Armenia cost tables on the employer side, which is where the inflated figures come from. Families of conscripted or fallen servicemen can reclaim what was withheld in the previous year.
Is there any case where an Armenian employer does contribute?
One. Article 6(10) of the Law on Funded Pensions requires the employer, as tax agent for an employee on childcare leave for a child under three, to calculate and transfer the social payment at its own expense, from the month after the leave starts until the month the child turns two. It is the only line that can appear on an Armenian invoice without appearing in a rate table, so it is worth asking a provider how it handles that period.
